Subject: Final FISAP

Summary: This letter provides information about the final OMB-approved Fiscal Operations Report for 2004-2005 and the Application to Participate for 2006-2007 (FISAP) for the Federal Perkins Loan (Perkins Loan), Federal Supplemental Educational Opportunity Grant (FSEOG), and Federal Work-Study (FWS) programs.

Dear Colleague:

The Fiscal Operations Report for 2004-2005 and the Application to Participate for 2006-2007 (FISAP) has been approved by the Office of Management and Budget (OMB). This FISAP will be available on the eCampus-Based (eCB) Web site at www.cbfisap.ed.gov in late July 2005.

We have made no substantive changes or added no new data fields to this FISAP. Of note, however, is a change we made to enhance the clarity of the instructions for Part III, Section B, Field 8, Column a and Field 9, Column a. These instructions explain how to report the unduplicated number of Perkins Loan borrowers.

As announced in the "Notice of the 2005-2006 Award Year Deadline Dates for the Campus-Based Programs," published in the Federal Register on March 22, 2005 (70 FR 14450), the date by which your school must submit this FISAP is Friday, September 30, 2005. This is a change to the October 1st deadline date because October 1st falls on a Saturday this year.

The questions and answers that follow will assist you in completing this FISAP. Additionally, you may use the attached "Final FISAP," "Instructions for the Final FISAP," and "FISAP on the Web Reference 2006-2007" to assist you in completing your school's FISAP submission.

QUESTIONS AND ANSWERS

Q1: How do we submit our FISAP that is due by September 30, 2005?

A1: All schools that wish to request funding under the campus-based programs for the 2006-2007 Award Year, and all schools that had campus-based expenditures for the 2004-2005 Award Year, are required to electronically submit a FISAP via the eCB Web site. The eCB Web site allows you to complete and submit your school's FISAP online, receive real-time validation edits, and access prior-year data to assist in completing the FISAP.

Q2: How do we access the FISAP on the eCB Web site?

A2: First, to access the eCB Web site, you will need a PIN and a TG number from the Department. This information will be used to validate each user's identity and access rights. For further guidance on the PIN and the TG number, please refer to the attached "FISAP on the Web Reference 2006-2007."

To access the FISAP, log in to the eCB Web site at www.cbfisap.ed.gov, and then select the "FISAP" link on the top navigation bar. From that point, you will follow the instructions for completing the six sections of the FISAP.

Q3: By what time on September 30, 2005 is our FISAP due?

A3: The deadline for electronic submission of the FISAP is 11:59 P.M. (ET) on September 30, 2005. Transmissions must be completed and accepted by 12:00 midnight.

Q4: What if we have additional questions about the FISAP?

A4: For additional information about the FISAP, contact the Campus-Based Call Center at 877/801-7168. Customer service representatives are available Monday through Friday from 8:00 A.M. until 8:00 P.M. (ET).
