FP 1. Is the Department of Education expecting lenders and guaranty agencies to make two disbursements for a student for different loans at different schools, and will both of the disbursements be insured?

A. Because a new loan must be certified and created if the student will be attending a different school, the lender and guaranty agency should make the first disbursement of the second loan, even though in some cases the first disbursement of the first loan had been made. In these cases the disbursements would be insured. However, the second disbursement of either loan should not be made until the Department provides further guidance. (10/04)
