Foreign School Update ID: FS-2010-01

Author:  William J. Taggart, Chief Operating Officer, Federal Student Aid

Subject: May 3, 2010 Letter E-mailed to Foreign Schools

I am pleased to announce our inaugural Foreign School Update. We will use this special type of communication to convey important information specific to schools located outside the United States (commonly referred to as foreign schools). Foreign schools will need to monitor Foreign School Updates, as well as Electronic Announcements and Dear Colleague Letters, for complete operational and policy guidance from the U.S. Department of Education (the Department). We post this guidance on our Information for Financial Aid Professional’s Web site. Each week, we will send an e-mail update that lists all IFAP postings for that week to foreign school contacts.

The subject for this first Foreign School Update is the letter I e-mailed on May 3, 2010 to financial aid administrators at foreign schools that are currently participating in the Federal Family Education Loan (FFEL) Program. The letter informed foreign schools of several new developments to assist in transitioning to the William D. Ford Federal Direct Loan (Direct Loan) Program. First, we have launched a new Web page created especially for foreign schools that wish to participate in the Direct Loan Program. Second, we have established a comprehensive training program to introduce foreign schools to the Direct Loan Program and assist in administering the program on their campuses. Finally, we have released an addendum to the Program Participation Agreement that a foreign school must complete in order to participate in the Direct Loan Program.

Attached is the May 3, 2010 letter in which I orient foreign schools to what is available and what they need to do next. Please refer to the letter for information on the following topics:

  • Foreign School Information Web Page

  • Foreign School Direct Loan Training Workshops

  • Foreign School Direct Loan Setup Information

  • Federal Student Loan Application Process

We welcome foreign schools to the Direct Loan Program and look forward to our work together.
