Subject: COD Common Record XML Schema Verion 2.0e

Note: In March 2014, we plan to implement a new version of the Common Origination and Disbursement (COD) Common Record XML Schema - 4.0a. In a July 11, 2013 Electronic Announcement, we provide preliminary information about the COD Common Record XML Schema change to assist schools in their planning efforts.

In December 2006, we will implement Common Origination and Disbursement (COD) System functionality that will support the processing of Academic Competitiveness Grant (ACG) and National Science and Mathematics Access to Retain Talent Grant (National SMART Grant) awards for the 2006-2007 and subsequent award years. These new grant programs were established by the Higher Education Reconciliation Act of 2005 (the HERA), Pub. L. 109-171, and are effective July 1, 2006.

Upon the ACG and National SMART Grant implementation scheduled for December 16, 2006, schools must send and the COD System will acknowledge certain 2006-2007 Common Record documents using a new version -2.0e-of the COD Common Record Extensible Markup Language (XML) Schema. In addition, the COD System will send all unsolicited system-generated responses using the new schema version.

Later, after implementation of 2007-2008 COD System functionality scheduled for April 14, 2007, schools must send and the COD System will acknowledge all Common Record documents using COD Common Record XML Schema Version 2.0e. In addition, the COD System will send all unsolicited system-generated responses using the new schema version.

DL Graduate PLUS Block in COD Common Record XML Schema Version 2.0e

The COD Common Record XML Schema Version 2.0e includes a DL Graduate PLUS Block. This block is reserved for future use and will not be used for either 2006-2007 or 2007-2008 award year processing. As such, schools should not use the DL Graduate PLUS Block for 2006-2007 and 2007-2008 Direct PLUS Loans made to eligible graduate and professional students.

Previously, we informed schools and third party software providers that origination and disbursement information for Direct PLUS Loans made to eligible graduate and professional students for the 2006-2007 Award Year would be reported to us through an additional block in the Common Record. We have determined that we can process these loans without requiring additional information in the Common Record. We will post a detailed communication regarding this processing change on the IFAP Web site in the very near future.

Updating to COD Common Record XML Schema Version 2.0e

To determine a plan for updating to COD Common Record XML Schema Version 2.0e, a school or third party software provider should consider the following information:

Effective after the COD System implementation for ACG and National SMART Grant scheduled for December 16, 2006-

  • All 2006-2007 Common Record documents that contain ACG and National SMART Grant origination and disbursement information must be sent by schools and will be acknowledged by the COD System using COD Common Record XML Schema Version 2.0e.
  • All unsolicited system-generated responses will be sent by the COD System using COD Common Record XML Schema Version 2.0e.

We strongly encourage all schools and third party software providers to update to COD Common Record XML Schema Version 2.0e for all programs by the December 16th implementation. However, the COD System will continue to process, except as noted above, using the current version of the COD Common Record XML Schema (2.0d) until the April 14th implementation.

Effective after the COD System implementation for the 2007-2008 Award Year scheduled for April 14, 2007-

  • All Common Record documents that contain ACG, National SMART Grant, Pell Grant, and Direct Loan origination and disbursement information must be sent by schools and will be acknowledged by the COD System using COD Common Record XML Schema Version 2.0e.
  • All unsolicited system-generated responses will be sent by the COD System using COD Common Record XML Schema Version 2.0e.

Note: All available school reports, including data requests, will not be sent in XML format.

Files and 2006-2007 COD Technical Reference Information

Attached to this announcement are files that schools and third party software providers will need to update to COD Common Record XML Schema Version 2.0e. One of the attachments is a change log that identifies the changes made to the current version of the COD Common Record XML Schema (2.0d). In addition, we have updated the applicable sections of the 2006-2007 COD Technical Reference (http://www.ifap.ed.gov/cod/0607CODTechRef.html).
