We are pleased to announce the availability of the report, "Monitoring Verification Among Quality Assurance Program Participants." This report contains findings from 125 of the schools participating in the Quality Assurance Program during the 2004-2005 award year.

We analyzed over 39,000 ISIR records to compare the outcomes of institutionally developed verification systems with federally prescribed verification systems. The study highlighted which data elements had the greater likelihood of change and how those changes impact Estimated Family Contribution (EFC) and Pell Grant Eligibility. Key findings include:

  • Significant progress is being made on reducing Pell Grant Overpayments through CPS verification. ISIRs currently selected for verification through the federally prescribed system account for 86% of potential Pell Grant over-payment dollars and 37% of potential Pell Grant under-payment dollars.
  • Institutionally developed verification systems had a broader focus beyond just the Pell Grant program, looking at eligibility across all Title IV programs with greater attention to detecting potential Pell under-awards (49%) and Pell Grant ineligible students.
  • FSA will use the study findings in conjunction with other initiatives underway to assist in continuous improvement to strengthen program integrity, award accuracy, and verification selection criteria.
