Subject: Title IV Eligibility for an Institution’s Comprehensive Transition and Postsecondary Program for Students with Intellectual Disabilities.

Note: On June 21, 2010, we posted guidance regarding Comprehensive Transition and Postsecondary Programs for Students with Intellectual Disabilities. This announcement provides updated information about these programs.

The Higher Education Act of 1965, as amended by the Higher Education Opportunity Act (HEOA), includes provisions related to the eligibility of students with intellectual disabilities to participate in the Federal Pell Grant, Federal Work-Study (FWS), and Federal Supplemental Educational Opportunity Grants (FSEOG) programs.

Institutions that offer a Comprehensive Transition and Postsecondary (CTP) Program can apply to the Department’s Federal Student Aid office to have their CTP Program approved so that eligible students may be considered for Federal Pell Grant, FWS and FSEOG funds.  To be an eligible CTP Program, an institution must participate in the Federal student aid programs and offer an approved CTP Program, as provided in 34 CFR 668.231 and 34 CFR 668.232 of the Student Assistance General Provisions regulations.

The attached document includes the steps an institution must take to apply to have a Comprehensive Transition and Postsecondary Program determined to be eligible to participate in the Title IV Federal aid programs.

In addition, the attached document outlines the student eligibility requirements that govern to whom Title IV funds may be awarded as provided in 34 CFR 668.233.

If you have questions about the application process for CTP Programs, contact the School Participation Team (SPT) for your state.  The telephone numbers for the SPTs can be found at www.eligcert.ed.gov.
