Subject: Final Regulations Program Integrity: Gainful Employment

On March 25, 2014, the Secretary published a Notice of Proposed Rulemaking (NPRM) on Gainful Employment in the Federal Register. In the NPRM, the Department proposed measures for determining whether certain postsecondary educational programs prepare students for gainful employment in a recognized occupation.

Today, October 31, 2014, the Secretary published in the Federal Register the final regulations developed after the Department’s review of public comments received in response to the March 25, 2014, NPRM. Through this regulatory action, the Department establishes: (1) an accountability framework for GE programs that defines what it means to prepare students for gainful employment in a recognized occupation by establishing measures by which the Department will evaluate whether a GE program remains eligible for title IV, HEA program funds, and (2) a transparency framework that will increase the quality and availability of information about the outcomes of students enrolled in GE programs.

We have attached to this Electronic Announcement, in PDF format, a copy of the final regulations that were published in the Federal Register today.
