A small number of Financial Aid applicants have received unnecessary postscreened SAR's and ISIR's from the CPS. This problem only occurs when there is a student identifier correction. To date, 85 applicants have been pre-screened numerous times, causing CPS transaction numbers to increment rapidly.

CPS sends a pre-screening record to NSLDS every time there is a correction to a SAR/ISIR or a request for a duplicate. Applicants who make SAR/ISIR corrections to one or more of first name, last name, SSN, or DOB causes NSLDS to create a new prescreening record for that applicant (In CPS, both applicant records are linked to the same student). If any applicant is identified by post-screening as having NSLDS data changes that affect his or her eligibility status, NSLDS notifies CPS to prescreen the applicant again.

Although CPS tracks these applicants as one record (original SSN and name ID), the pre-screening request goes back to NSLDS for the most current record, which may not necessarily be the record that created the postscreening. This causes the other applicant record(s) for the same student to keep getting selected for postscreening because it has not been flagged as having already been pre-screened.

NSLDS and CPS are working to resolve this situation. While a permanent fix is being sought, CPS will not request additional precreenings from NSLDS for applicants who have reached 15 transactions because of post-screening. Other corrections and duplicate requests will be processed as usual even if the applicant has more than 15 transactions. This temporary fix was implemented the first week of March 1999. Additionally, the postscreening scheduled for March 1, 1999, was cancelled to allow for implementing the temporary fix.
