Higher Education Emergency Relief Fund (HEERF) - Student Reporting Requirements (EA ID: OPE Announcements-21-04)

As part of your institution’s compliance with the Higher Education Emergency Relief Fund (HEERF) grant program, as authorized under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), your institution is required to publicly report certain HEERF grant expenditures on your institution’s primary website. These two public reporting requirements—the Section 18004(a)(1) Student Portion Public Report for your 18004(a)(1) Student Aid Portion grant (CFDA 84.425E) and the Section 18004(a)(1) Institutional Portion, (a)(2), and (a)(3) Public Report for your 18004(a)(1) Institutional Portion, 18004(a)(2), and 18004(a)(3) grants (CFDAs 84.425F, 84.425J, 84.425K, 84.425L, 84.425M, and 84.425N)—are an important component of the HEERF grant program to help ensure funding transparency and public accountability.  More information regarding these reporting requirements can be found on the Department’s HEERF program reporting page here: https://www2.ed.gov/about/offices/list/ope/heerfreporting.html.

Institutions identified as not in compliance do not meet Section 18004(a)(1) Student Portion Public Quarterly Report.

The purpose of this announcement is to reiterate these obligations and describe enforcement steps, should your school be in non-compliance.

Next enforcement steps

If we do not hear from your institution, the Department, at its discretion, may take appropriate enforcement action. This includes the following action:

Not prioritizing your institution for supplemental section 314(a)(1) awards under the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) and/or receiving awards with a restriction on your ability to drawdown those funds (stop payment status) until the institution has satisfied its CARES Act HEERF reporting obligations.
