Subject: Pell Grant LEU Information - New Pell Grant LEU Dispute Portal Tool Available on COD Web Site

During the period April 11-14, 2014, we implemented Common Origination and Disbursement (COD) System functionality that supports processing for the 2014-2015 Award Year. The functionality included with this implementation is explained in an April 2, 2014 Electronic Announcement posted on the Information for Financial Aid Professionals (IFAP) Web site.

In this announcement, we explain a change in how schools initiate a Pell Grant Lifetime Eligibility Used (LEU) dispute escalation on behalf of a student. The circumstances in which a Pell Grant LEU dispute will be considered by the Department of Education (the Department) are not altered by the recent system update. It is only the method by which the dispute will be recorded within the COD System that has changed. For this reason, it is important to review our earlier guidance about Pell Grant LEU dispute escalations (Dear Colleague Letter GEN-13-14 and June 27, 2013 Electronic Announcement) in addition to this announcement.

Pell Grant LEU Dispute Portal

Authorized COD Web site users are now able to create, view, and/or update a Pell Grant LEU dispute via the new Pell LEU Dispute Portal on the COD Web site. Schools will no longer contact the COD School Relations Center to initiate the dispute.

Note: COD Web site School User Levels 3-6 have the ability to initiate the dispute using the Pell LEU Dispute Portal. If you have questions regarding your user access level, consult your school’s COD System Destination Point Administrator.

Key COD System Updates Related to the New Pell Grant LEU Dispute Portal

A number of COD System changes have been made to allow for the submission of a Pell Grant LEU dispute via the COD Web site.

Pell LEU History Screen Updates – A “Create Pell LEU Dispute” button has been added to the Pell LEU History page. The button will only appear if the student has Pell Grant disbursements in an archived/non-active Pell Grant award year. Under most circumstances, Pell Grant disbursements within the last five active years must be corrected through regular COD System processing and are not eligible for the dispute escalation process.

New Documentation Upload Feature – Users have the ability to submit the required supporting documentation for the Pell Grant LEU dispute directly through the COD Web site.

Automated Communications – We will automatically generate information about the changing statuses of the dispute to schools via e-mail and via schools’ Student Aid Internet Gateway (SAIG) mailboxes (message class PGLETXOP). E-mails will be sent to both the current and former school contacts submitted as part of the dispute.

Search and View Capability – Users are able to search for a specific dispute case via a new Escalation Type Search page. Users are also able to view information about a dispute on the Pell LEU History page.
