Subject: Publication of Federal Register Notice Inviting Postsecondary Educational Institutions to Participate in a New Experiment Under the Experimental Sites Initiative

On July 31, 2015, we released a pre-publication copy of the Federal Register notice that invites postsecondary educational institutions to apply to participate in a new institutionally-based experiment under the Experimental Sites Initiative (ESI). This experiment will allow participating institutions, in partnership with a Federal or State penal institution, to provide Federal Pell Grant funding to otherwise eligible students who are incarcerated and who are eligible for release back into the community, particularly those who are likely to be released within five years of enrollment in the institution’s academic program.

On August 3, 2015, the official ESI notice was published in the Federal Register (80 FR 45964). We have attached a copy to this announcement.

As noted in the Federal Register, letters of interest from institutions interested in participating in the experiment must be submitted to the Department, following the procedures outlined in the notice, no later than Friday, October 2, 2015 to receive priority consideration.
