Subject: Additional COD System Implementation for 2018–19 Award Year

During the period December 7-9, 2018, we plan to implement additional Common Origination and Disbursement (COD) System functionality that supports the Campus-Based programs and the processing of Federal Pell Grant (Pell Grant), Iraq and Afghanistan Service Grant, Teacher Education Assistance for College and Higher Education (TEACH) Grant, and William D. Ford Federal Direct Loan (Direct Loan) awards for the 2018–19 Award Year.

In this announcement, we provide the following important information related to the implementation:

COD Batch Processing Suspension and Web Site Outage Information

To implement the COD System functionality, we will suspend COD batch processing beginning at 11 p.m. Eastern time (ET) on Friday, December 7, 2018. Records submitted after this time will be held and processed after 11 a.m. ET on Sunday, December 9, 2018.

Note: All actual disbursements with a disbursement date from December 7, 2018 through December 9, 2018 must be received, and subsequently accepted, by the COD System no later than 9 a.m. ET on Friday, December 7, 2018, in order to generate the appropriate funding level increase prior to the outage. Disbursements submitted by the deadline but not subsequently accepted, disbursements submitted after the deadline, and disbursements with a disbursement date after December 9, 2018 will be processed and funded after the outage.

In addition, between 11 p.m. ET on Friday, December 7, 2018 and 11 a.m. ET on Sunday, December 9, 2018—

  • Users will not be able to submit or retrieve data via the COD Web Site.

  • Users will not be able to access the COD Reports area of the COD Web Site.

  • An individual will not be able to complete any actions or view loan correspondence via the StudentLoans.gov website. This includes, but is not limited to, signing master promissory notes, completing counseling or any TEACH Grant processing flows, or submitting loan consolidation applications or Income-Driven Repayment Plan requests.

Additional 2018–19 COD System Implementation Information

In the attachment titled “Additional COD System Processing Function Modifications for 2018–19,” we highlight the processing function modifications we will implement during the December 7-9, 2018 period.

In the attachment titled “COD System Processing of Maximum Pell under the Children of Fallen Heroes Scholarship Act Beginning December 9, 2018,” we highlight the processing changes specific to the new provision.
