Subject: 150% Direct Subsidized Loan Limit: Electronic Announcement #6 - Availability of New NSLDS Enrollment Reporting File Layouts (DRAFTS)

Under the 150% Direct Subsidized Loan Limit, a first-time borrower may lose interest subsidy if he or she enrolls in an undergraduate program of study on at least a half-time basis after losing eligibility for additional Direct Subsidized Loans because of the 150% limit. Because loss of interest subsidy is based on the borrower’s enrollment in a program and not on whether the borrower applied for or received aid, the National Student Loan Data System (NSLDS) must begin collecting enrollment information at the program level. Therefore, we are updating the NSLDS enrollment reporting file layouts.

Draft versions of the new NSLDS Enrollment Reporting File Layouts for Fixed-Width and Comma Separated Values (CSV) are now available in the NSLDS Record Layouts section of the Information for Financial Aid Professionals (IFAP) Web site. While all aspects of the new, program-level enrollment reporting have not been finalized, we recognize the importance in providing schools with this information as soon as possible.

We will notify the community as soon as the final versions of the new enrollment reporting file layouts are available. Schools may begin using the new file layouts (fixed-width or CSV) no earlier than April 14, 2014. However, all schools must begin using one of the new enrollment reporting file layouts by July 1, 2014.

The changes to the file layouts include the following:

  • Addition of reporting fields necessary to support the 150% Direct Subsidized Loan Limit

  • Enhancement of Record Type ‘001’ (Campus-Level) to include additional student data

  • Introduction of Record Type ‘002’ for Program-Level Enrollment Data

  • Introduction of Record Type ‘003’ for Student E-mail Address

  • Introduction of a Bundled Record concept

Further information regarding these changes and submission requirements can be found in the draft file layouts. In addition, monitor the IFAP Web site for forthcoming communications and an updated NSLDS Enrollment Reporting Guide that will provide greater detail about these changes.

Note: We will update the XML schema version of the file layout, in addition to the fixed-width and CSV versions. However, the XML schema version will not be available by July 1, 2014, the date by which schools must begin reporting using the new file layouts. Schools must be prepared to use either the new fixed-width file layout or the new CSV file layout by July 1, 2014.
