2004-2005 Federal Student Aid Handbook Errata and Updates

Unless otherwise indicated, the errata and updates below are items that were amended after the initial PDF files were posted to the Web and before the handbook went to print.

Application and Verification Guide

  • P. AVG-38 At the end of the first paragraph, the guidance was changed to read that when a primary and secondary EFC are given, schools must use the primary EFC. The few cases in which a school would use the secondary EFC are described.

Volume 1: Student Eligibility

  • Pp. 1-5 and 7 The announcement was inserted of the removal of the Test of Adult Basic Education (TABE) from the list of ability-to-benefit tests.
The following item did not make the print edition of the Handbook and is also not reflected in the PDF files for Volume 1.
  • P. 1-13 The text under "Losing eligibility" should read as follows:
    A student cannot receive any federal student aid after losing eligibility for it, unless he qualifies for a late disbursement. Also, you only need to check a student's citizenship status once during the award year. If the status is eligible at that time, then it remains so for the rest of the award year.

Volume 2: School Eligibility and Operations

  • P. 2-33 Four sections---Academic Calendars, Definition of a Payment Period, Week of Instructional Time, and Academic Year Requirements---beginning on p. 33 were moved from Volume 2, Chapter 3 to Volume 3, Chapter 1.
    The following correction was not made to the print edition of the Handbook, and also is not reflected in the PDF files for Volume 2.
  • P. 2-102 In the sidebar Counseling materials for overseas or correspondence students, delete the words "at that school."

Volume 3: Calculating Awards & Packaging

  • P. 3-32 After the first fraction in the Formula 4 equation and before "or", there is a missing fraction. The fraction that is missing is the same as the one that IS there, except that reads "Weeks for a full-time student to complete the hours in the academic year" rather than program, divided by the "weeks in the program's definition of the academic year." There are thus 3 choices, the lesser of fraction 1, fraction 2, or one. This is unchanged from the same formula and graphic illustrating it from the 03-04 handbook, which can be seen at ( on page 44).
  • p. 3-40: The verification extension deadline is 120 days after the student's last day of enrollment, not to extend beyond September 23rd, 2005, not 120 days or August 31st, 2005, as originally stated.
    The following item did not make the print edition of the Handbook and is also not reflected in the PDF files for Volume 3.
  • P. 3-19 The the sidebar text under the heading "Costs for full program changed at start" should be replaced with the following:
    "A school may charge the total tuition cost for a program at the beginning of the first period of enrollment. If the program is longer than an academic year, for Stafford/PLUS loans and campus-based aid, the tuition costs apply only to the first period of enrollment. For Pell, you must prorate these charges to reflect the academic year in accordance with the procedures outlined in Chapter 3 of this volume."

Volume 4: Processing Aid & Managing FSA Funds

The following items did not make the print edition of the Handbook and are also not reflected in the PDF files for Volume 4.
  • P. 4-22 Delete "PLUS" from the last bullet in the first sidebar note. As noted in the text on the next page, the 30-day delay for first-time borrowers only applies to Stafford borrowers.
  • P. 4-31 The guidance on late disbursement procedures in the sidebar has been superseded by GEN-05-07.
  • P. 4-45 The heading for the first sidebar should read: "CHAPTER 3 HIGHLIGHTS"

Volume 5: Overawards, Overpayments, & Withdrawal Calculations

  • P. 5-71 At the end of the first sentence of the paragraph, it should state that the school must disburse the funds within 120 days--not 90--of the date the institution determined that the student withdrew.

Volume 6: Campus-Based Programs

  • P. 6-55 In the second sentence of the second paragraph, "final" was changed to "first."
  • Pp. 6-75 and 76 The dollar amounts listed at the bottom of the box on p. 75 were changed to $1,040.83, $1,300.83, and $1,196.67. These amounts are also reflected in item 3 at the top of p. 76.
