A notice was published in the Federal Register on August 14, 2013 inviting guaranty agencies to submit Letters of Request to the Secretary for a Voluntary Flexible Agreement (VFA) as authorized by Section 428A of the Higher Education Act. The deadline for a guaranty agency to submit a Letter of Request for a VFA is September 13, 2013. Specific information regarding the Letter of Request is outlined in the Federal Register.

On August 22, 2013, CEOs of all FFEL guaranty agencies were invited to participate in a conference call for a brief overview of the Federal Register notice and to address questions in preparation of their Letters of Request for a VFA.
